FHS was started by IT experts from the enterprise client and vendor sides who believe there was a better way to engage with customers as well as employees. The vision was to create a company the centered on a simple mission of deliver high valued solutions for customers in a company culture built on entrepreneurship. Like Fort McHenry’s five points of defenses that inspired a nation, Federal Hill Solutions drives this culture through our five points of light principles.

CEO and FHS co-founder Neil Konstantoulas leads the Global Business Development Team for Federal Hill Solutions. A 20-year industry veteran, Neil began his career in the IT staffing vertical where he quickly achieved success for clients by delivering vetted, qualified and certified personnel. Placements Outsourced CIO to Project Manager and Help Desk support teams for SMB to Enterprise level firms such as DISH Network, as well as secure government agency placements. Neil moved to the business development area of IT representing upstart companies in various technology verticals including IT Solution VAR’s and software firms. Realizing that business requirements were changing as fast as the available technology, Neil co-founded Federal Hill Solutions to deliver client-first, customer focused solutions. This philosophy is the driving force behind Federal Hill Solutions’ rapid growth – in the US and globally – within an expanding network of satisfied vendors, clients and peers.
A New Jersey native and graduate of Towson University, Neil is a member of the Charles Street Development Corp, active with Maryland Non Profit, and is a board member of South Baltimore Youth Soccer League. In between finding amazing new food places, you can find Neil coaching soccer, baseball or swimming in the Federal Hill neighborhood of Baltimore where he lives with his wife and four children.
Chief Technology Officer and FHS co-founder Arthur Olshansky provides over 22 years of technical experience and leadership to the Federal Hill Solutions global technology force. A highly trained and experienced technology expert with a unique combination of technical prowess, people skills and holistic understanding of client needs, Arthur works with clients ranging from SMB to Enterprise to assess, design and deploy a full suite of customized IT Solutions. Arthur has delivered high level IT Solutions and System Design for private sector companies in regulated industries including Healthcare (Kaiser Permanente), Financial/Insurance (USF&G), and high security government agencies (Department of Defense) just to name a few. Arthur applies his well rounded, highly technical perspective of existing and emerging technologies and implementation by end-users to deploy technology that integrates well with IT and non-IT requirements. Training and certifications include Microsoft, VMWare, IBM, Symantec, Hitachi, Dell, HP, EMC, Juniper Networks, Veeam, Exablox, Aruba and more.
Born in Ukraine, Arthur holds a BS Degree in Information Systems from University of Maryland Baltimore County. The FHS globe trotting CTO is a member of The Associated and the Baltimore-Odessa Partnership. An avid hockey player, Arthur is active in Baltimore County youth sports with his wife, two boys and pack of chiuauas.
FHS CMO Marc Winter is a Marketing and Business Development professional with over 25 years of success for client, agency and team property organizations. Marc is responsible for Federal Hill Solutions global Marketing, Strategic Partnerships and US Business Development efforts. Gaining expertise in business process and sales as co-founder of a manufacturing company, Marc added marketing experience the sports industry with the New Jersey Nets and CBS Sports properties NY Giants, Yankees, Mets and Baltimore Ravens. Marc founded Broca Marketing to offer complete advertising services to local, regional and national Technology companies. Over the years, Marc has developed successful marketing campaigns for B2B companies and leading edge technology firms by understanding the holistic business process and focusing on the end users first.
A native New Yorker and graduate of Ohio University, Marc is a volunteer for Habitat for Humanity in the Sandtown section of Baltimore. When not in the office or on the softball field, Marc resides in the Federal Hill neighborhood of Baltimore with his wife, daughters and dog.
Roman Shraga is Director of the Technical Services, providing oversight and management of the FHS Primary Ops Center team, DevOps, innovative Managed Services platforms and technical teams.
Roman has a depth of knowledge and experience in IT operation process within organizations across a broad range of sizes and verticals. He has led projects for SMB’s and large, data intensive companies in regulated industries including financial, healthcare, technology and retail organizations. Projects include HIPAA compliant EHR system implementation, design, deployment and management of a customized warehouse management system for a large international technology intensive organization, and customized CRM solution linking multiple databases and external data systems for a regulated financial accounting company.
Roman holds a B.S. degree in Applied Information Technology from University of Baltimore and currently resides in Baltimore County with his wife, growing family, two dogs and cat.
